Call for applications for the FIVS J. J. Bouffard Scholarship 2025 – 03 December 2024

We are delighted to announce that applications for the FIVS Jean-Jacques Bouffard Scholarship 2025 are now open!

 

The Opportunity

The FIVS  Jean-Jacques Bouffard Scholarship offers a unique opportunity for a full FIVS member to attend the Global Wine Law School organised by the Wine & Law Program – A Jean Monnet Chair, University of Reims and gain a valuable Diploma to assist your continuing professional development (CPD).

If you, or a colleague, are eager to challenge yourself, enhance your knowledge and skills, gain access to incredible academic knowledge and support, connect with fellow wine sector colleagues and industry leaders and gain recognition among the wine community, then apply now to be our FIVS JJB Scholar at a world-leading university based in the heart of Champagne.

The University of Reims Global Wine Law School offers an intensive five-day course in English on the legal aspects of wine trade involving the European Union. This year’s edition will focus on fraud issues in a global context. In addition to lectures taught by eminent professors from around the world, students will tour some of Reims’s most prestigious champagne houses such as Krug, Dom Pérignon, and Moët & Chandon. The programme also features various events, including the Annual Global Wine Law Lecture. Upon completion of the course and a written exam, students are awarded a French university diploma.

The 2025 School of Wine will be held in Reims, France, from 31 March to 4 April.

How to Apply

FIVS members interested in applying for the Jean-Jacques Bouffard Scholarship should submit their CV in English and a short cover letter (1000 words maximum) to the FIVS Secretariat by Monday 6 January 2025 6pm Paris time.

Only employees of Full FIVS members may apply. The University application conditions also apply. The opportunity is open to emerging talent as well as seasoned professionals.

Written applications will be assessed by a FIVS selection committee to select the new Jean-Jacques Bouffard scholar. In order to ensure a fair selection process, applications will be judged against the following criteria:

  • What makes you the stand-out candidate for a place on this course? (30%)
  • Your explanation of how you would use your learnings from your course in your job or career going forward and how participation would take you to the next level of your career (40%)
  • Demonstration that your participation in this course would support your organisational sustainability aims or objectives (30%)

We expect to announce the successful applicant by the end of January 2025 in time for registration for the course.

The scholarship covers the registration fees for the Summer School of Wine Law in the EU Program. The successful applicant (or their employer) will be expected to cover their travel and living expenses.

Applicants must be prepared, after successful completion of the course, to support FIVS and the University in developing a case-study (e.g. through an interview on paper or video) for use in the media including social media) and work with us to consider other ways of supporting their continued professional development.

Since 1986, FIVS has been a formal Observer of Codex, a longstanding position that has helped FIVS and our members grow a deep understanding of the importance of Codex and contributing to its work. FIVS exclusive status in the alcoholic beverage sector underscores our duty to ensure that Codex addresses pertinent issues for the wine sector at the right level, at the right moments and in the most effective ways.

Steve delivered a leadership talk to FIVS delegates followed by an informal and insightful “fireside chat” with Tim Ryan, Compliance Director of Gallo and Chair of the FIVS Codex Working Group.

FIVS had the honour of hosting Steve Wearne, Chairperson of the Codex Alimentarius Commission (CAC) at our FIVS in-person Paris meetings in October. Codex, according to its Chairperson “brings 188 separate countries, all with different laws and regulations together to manage to safely and efficiently trade food products.

Since 1986, FIVS has been a formal Observer of Codex, a longstanding position that has helped FIVS and our members grow a deep understanding of the importance of Codex and contributing to its work. FIVS exclusive status in the alcoholic beverage sector underscores our duty to ensure that Codex addresses pertinent issues for the wine sector at the right level, at the right moments and in the most effective ways.

He spoke about his time as Codex Chair, his advice for Observers and the ways in which he sees Codex working with sectors such as wine in future. Throughout the discussions, the ever-growing need for strong collaboration and support between the private and public sectors came through, to foster understanding and to ensure food safety and quality standards are fair as well as workable.

The role of Observers

Wearne underscored the essential role of Observers within Codex during the prioritisation, development and implementation of Codex standards. While Member governments of Codex make the decisions, Observers offer crucial intelligence and insights into the functionality and pressure points of food safety systems and, of course, important data. By highlighting emerging sectoral priorities, Observers assist Codex in identifying and prioritising new areas of work.

He emphasised that the technical expertise shared by industries and sectors ensures that Codex standards are not only comprehensive but also practical for real-world implementation. Crucially the private sector stands at the forefront of deploying and supporting these standards in real-life scenarios.

Tim Ryan reiterated that FIVS wants to be “top of class” as a Codex Observer and is more committed than ever to “lean in” and actively participate in Committee meetings both in-person and through continued written inputs. Our forthcoming presence in Quebec City at the Codex Committee on Food Labelling would be a prime opportunity for FIVS to advocate for the leadership of Codex Member governments in protecting wellbeing and health and for Codex to continue to lead on safety matters.

Codex mission & future focus areas

While the core mission of Codex (“to protect consumer health and promote fair practices in food trade”) has remained steadfast since 1963, Steve Wearne offered a forward-looking vision for Codex to become more outward-facing and inquisitive. He urged Observers to review the latest Circular Letter regarding the development of the Codex Strategic Plan for 2026-2031. While the development of global food safety and quality standards, “remains our core business”, Steve envisions Codex taking proactive steps to address broader global challenges such as transition to resilient food systems. He also highlighted the potential for Codex to adopt a more inquisitive approach using scientific foresight and horizon scanning to set priorities and anticipate future trade disruptions, rather than merely reacting to them. But, he added, “these proposals are still in development as the future Strategy takes shape”.

The conversation then shifted from how Codex might operate in future and onto areas it might look at in more detail. A question from the audience about ‘consumer health protection’ led Steve to note that there’s broad agreement on issues like preventing food poisoning. However, discussions on wellbeing often reveal less consensus. Tim noted that the wine sector’s goal, of course, is to provide as much information on wine as possible in a digital format though the discussion flagged up that there may be issues around fair and open access to digital in lower and middle income countries.

Our heartfelt thanks go to Steve Wearne for his insightful contributions at our in-person Paris meetings. His visit and candid observations have provided us with a new perspective on Codex’ direction and underscored the value of ongoing strategic and technical collaboration with Codex’s vital work.

FIVS holds regular in-person meetings around the world for our members to collaborate and discuss important strategic and technical matters facing the industry and to develop our positioning with important stakeholders like Codex. Outcomes from our FIVS General Assembly & in-person October meetings in Paris – 22 October 2024

On 8 & 9 October 2024, FIVS met for our in-person meetings and our General Assembly in Paris. It was great to see so many FIVS members contributing actively to our discussions and support our positioning. And we made great strides forward.

The two days of meetings commenced with our CEO’s address that reflected on FIVS’ recent activities and achievements of 2024. You can download Julie’s speech here.

 

FIVS has a new three-year Strategy

Importantly, we agreed our new “wine-forward” FIVS Strategy 2024-2027 approved by the FIVS General Assembly. This is an exciting point in FIVS’ evolution as the new strategy sets our direction and objectives for the coming three years and presents a distinct offer from that of other trade bodies.

FIVS’ work to 2027 will focus on the main pillars of the strategy, and we are now committed to a significant review of our structure and ways of working.

To deliver the strategy, we will need to make some changes at FIVS. Two new FIVS short-life working groups (SLWGs) will be convened to make recommendations to the Presidential Council for change in our structure and ways of working:

  • Representativeness SLWG – to be led by Charles Jefferson of Wine Institute. This group will look at, among other things, how we might become more representative of global wine and to consider our dues structure and, importantly, a future wine-focussed name for FIVS.
  • Committee Structure/ways of working SLWG – to be led by Sarah Wilson of New Zealand Winegrowers. This group will look to make recommendations on how our committee structure can truly support and deliver on our strategy and how the committees might work to achieve this aim.

The CEO was mandated to develop a significant 2025 budget proposal to reflect resource needed to deliver on our new priorities – to be informed by the SLWGs. The proposed budget should be presented at the next in-person meeting.

 

Working towards FIVS’ 4 strategic priorities 2024-27

The meetings focussed on the new Strategic Plan priorities, and we worked to establish a few deliverables under each priority. Key agreements/next steps include:

  • Developing an outline direction/plan for our work on wine & society that:
    • Sets out a timetable for the United Nations process
    • Identifies our point of difference for wine
    • Supports member engagement with governments & provides a feedback loop
    • Ahead of the United Nations High Level Meeting (HLM) 2025: develop talking points for FIVS members focussed on maintaining the focus on harmful use of alcohol and not alcohol consumption, a rejection of the no safe level narrative and maintaining the whole-of-society approach. And FIVS will coordinate with other organisations to achieve our aims

 

  • A plan to finalise and consult members on FIVS Principles for Digital Labelling which were discussed in detail at the meeting.

 

  • The EU digital labelling requirements, where the CEO was mandated to write to the European Commission calling for a single label for all wine and aromatised wine products placed on the market in all EU Member States. Until a unified approach can be agreed upon and clearly communicated, FIVS will ask Member States to take a flexible approach to enforcement and allow wine labelled with the single term “ingredients” to continue to be sold across the Single Market.

 

  • A clear plan for our Codex Committee on Food Labelling (CCFL) approach for the meeting in Ottawa, Canada. The CCFL meeting in late October/early November will consider a Codex Discussion Paper (prepared by the WHO) on the Labelling of Alcoholic Beverages (CX/FL 24/48/9) and what our fallback position will be. In Codex, we will have a more general focus on driving the ability to e-label.

 

  • Commitment to develop clearer priorities for our engagement in the Organisation of Vine & Wine (OIV) technical groups. A focus on low- and no-alcohol products, health information, de minimis, and e-labelling are the top priorities.

 

  • On environmental sustainability, agreement to explore engagement with other key organisations to amplify the wine sector’s voice and ensure a good flow of information back to the membership.

 

  • A mandate for the secretariat to explore members’ awareness and uptake of FIVS-APACE and its usefulness, with a view to updating it. APACE is FIVS’ open/free to use online information source for additives and processing aids approved for winemaking use around the world.

The importance of strategic engagement

A major theme of the Paris meetings was the importance of strategic engagement with intergovernmental partners. Strategic dialogue with organisations like the OIV and Codex can help ensure their policy recommendations are fully informed and workable and supports policy makers to connect their technical portfolio with real-world experience and the wider issues impacting on winemakers and consumers.

Ahead of the meetings, we were delighted to host the inaugural private sector dialogue with the OIV that attracted delegates from all over the world. The successful event helped move us one step closer to gaining a mandate from the OIV for a future regular FIVS-led private sector strategic dialogue.

 

The next FIVS in-person meetings will be held in Brussels in March 2025 (date tbc).

Monday, 07 October Sector-OIV Strategic Dialogue – open to full FIVS members and members affiliated trade bodies and invited guests.

Meet the new DG of the OIV, John Barker, and learn about the proposed OIV Strategic Plan for 2025-2029. This event, led by FIVS, marks the first strategic private sector consultation in the OIV’s 100-year history, bringing together winemakers and their trade associations with the OIV.  All attendees are invited to enjoy a glass of wine at our reception. Tuesday, 08 and Wednesday, 09 October – FIVS Meetings and General Assembly – open to all FIVS members & invited speakers only. 

Our new FIVS strategy will be presented for discussion and ratification following consultation over the summer. Over these 2 days, we will develop our operational plan and deliverables. There will be a strong focus on wine and society, our engagement in the UN’s 2025 NCDs declaration, handling difficult questions about wine’s societal and health impacts, and developing our own global industry narrative on the topic. Shaping wine’s global future: A refreshed Strategy (2024-2027) for FIVS to support our new direction – 23 September

FOR YOUR CONSIDERATION AHEAD OF THE FIVS GENERAL ASSEMBLY ON TUESDAY 8 OCTOBER 2024

A “new strategic orientation” for FIVS was agreed at the November 2022 General Assembly when the previous FIVS strategy 2017-22 expired. Our new CEO, Julie Hesketh-Laird, was mandated to develop a future strategy for the organisation.

Since her appointment in February 2024, she has worked to meet with members, prospective members, and stakeholders to listen to what is important to them and what they value from their global wine federation. A proposed draft strategy has been prepared based on these conversations and following work with the FIVS Presidential Council (PRESCO).

Members will be asked at the FIVS General Assembly in Paris on Tuesday, 8 October to approve the final version of the Strategy to empower the FIVS Secretariat to deliver on the agreed organisational priorities.

Members are invited to consider the draft and submit your written comments (to JHeskethLaird@fivs.org) by 17:00 (Paris time) on Thursday, 26 September, to help shape the future of your global wine federation. The final version will be presented at the General Assembly for approval by the membership, following an introduction to the plans by our CEO.

The draft strategy:

  • Is a “wine-forward” plan advocating for the wine and vine sector
  • Is focused and requires ruthless prioritisation
  • Makes a distinct offer to other trade bodies with unique access to some critical global audiences such as the World Health Organization (WHO), benefitting from formal observer status with the International Organisation of Vine and Wine (OIV) and Codex Alimentarius
  • Avoids duplication and aims for cooperation
  • Aims to retain FIVS’ strengths (e.g. technical lobbying) and grow the advocacy elementof our role
  • Requires changes in FIVS structure and ways of working
  • Requires FIVS to evolve its membership and grow “representativeness” as well as budget

An online webinar is scheduled for Tuesday, 1 October at 20:00 (Paris time) where Julie will provide more detail about the draft strategy and how it was developed and you will have the opportunity to express your views in person.
